The Emerging Business Enterprise (EBE) Program provides certification for business owners who are socially or economically disadvantaged.

To apply, you must show that you have been repeatedly excluded from mainstream American society and that this exclusion has resulted in tangible social and economic disadvantages. There is no fee to apply.
