You can report a problem with home care services. Types of home care services include:

  • Medicaid- or Medicare-funded home care
  • Expanded In-Home Services for the Elderly (EISEP)
  • Privately paid home care

Residents of Manhattan, Queens, Brooklyn, and the Bronx can receive professional medical assistance at home from a certified home health agency.

You can make a complaint about these in-home services to NYC Health and Hospitals.

The Department for the Aging (DFTA) funds the Expanded In-Home Services for the Elderly Program (EISEP), for seniors 60 and older.  The program provides in-home care in addition to the informal care that the senior's family provides.  A home care attendant provided through EISEP usually does not visit more than 4 hours a day, 5 days a week. Generally, there are no services during the weekend.

You can make a complaint about the home care service currently being provided through EISEP for a senior who is 60 or older.  

DFTA does not accept complaints about home care agencies that are funded by the Human Resource Administration through Medicaid or any other Managed Medicaid Long Term Care provider.

The New York State Department of Health accepts complaints about home attendant services that the client paid for directly.
