Permits are required for local or large parades and protests.

  • A local event is defined as an event with fewer than 1,000 expected participants that is not located on Fifth Avenue in Manhattan.
  • A large event is defined as an event with more than 1,000 expected participants, or any event on Fifth Avenue in Manhattan.

You must submit a notarized permit application at least two weeks before the event. You can mail the application if there is enough time, or you can drop it off Monday to Friday, 8 AM to 4 PM, at the following address:

If your event requires a loud speaker, megaphone, or other sound device, you will also need a Sound Device Permit. Submit the Sound Device Permit application at the local precinct where the event will take place. The fee for the Application for Sound Device Permit starts at $45 but varies based on the number of days you need it.
