Park Art Vendor Rules

Artists who sell photography, reading material, or sculpture in New York City parks are considered Expressive Matter Vendors and must follow certain rules.

As part of a settlement agreement with the Department of Consumer Affairs, National Credit Adjusters (NCA) must give refunds to certain NYC consumers from whom they collected money on payday loans. Payday loans are illegal in New York, and debt collectors cannot collect on them.

NCA must contact eligible consumers by mail with instructions on how to claim their refund. Refund-eligible consumers will receive a Refund Request Form to complete and return to NCA. NCA will issue refunds 30 days after receiving completed forms.
